The Rebel Legion (RL) authorizes the formation of a Commander Detachment to be named, Galactic Strategic Command. This Charter serves to define the guidelines for the operation of this Commander costume group.

ARTICLE I – MISSION
The mission and purpose of this detachment is five-fold:
(1) To promote Original Trilogy (OT) Rebel Officer Commander style Costumes, Clone Wars TV Show Grand Army of the Republic Officer Costumes, and the Prequel Trilogies Grand Army of the Republic Officer Costume and their Standards throughout the Rebel Legion; and
(2) To maintain and advise the Legion Administrative Council on existing
and future Commander Costume Standards, including, but not limited to, membership, categories, and GSC Charter revisions; and
(3) To provide the Legion Administrative Council with qualified individuals for the approval of all future Commander costumes, and to provide a qualified pool of candidates to be available for events specifically requesting Commanders; and
(4) To promote the creation and continued existence of costumed Base Command Posts; and
(5) To provide a network for the dissemination of information and resources pertaining to Commander costuming.
All members of the GSCD are expected to be available as a resource to assist new Commander costumers towards the completion of their costumes and to advise the GSCD on any changes needed to the standards of all costumes falling under the Detachment.
ARTICLE II – MEMBERSHIP
The Detachment will include all Rebel Legion members with approved Original Trilogy (OT) Rebel Officer Commander style costumes, Clone Wars TV Show Grand Army of the Republic Officer Costumes, and the Prequel Trilogies Grand Army of the Republic Officer Costumes including but not limited to the following: GAR Officers, the Clone Wars TV Show Officers i.e. Admiral Yularin, Lt. Commanders, etc.), Rebel Commanders (i.e. Endor Han, Hoth Luke, General Dodonna, General Madine, General Rieekan, Admiral Ackbar, etc.), and the New Republic Commanders. The standards for these costumes are found in the Costume Archive section of the Rebel Legion website.
Costumes that are NOT included in the Commanders Detachment are Jedi Commanders (i.e. Anakin Skywalker, Obi-Wan Kenobi, and other Jedi etc.) as these costumes are face characters and are considered part of another detachment.
ARTICLE III – OFFICERS
The Detachment’s Command Staff will consist of a Detachment Commanding Officer (DCO) and Detachment Executive Officer (DXO) The DCO or the DXO may serve as a Membership Officer to ensure that the standards for these costuming types are upheld. The DCO may also be requested to serve as a Legion Costume Representative for this costume category by the Legion Membership Officer. Members of the Legion Administrative Council may not serve as DCO.
Each Base with the appropriate number of Commander costumes (3) may form a Command Post within the Rebel Legion. Each Command Post must have a Duty Officer (DO). Any member of the Legion with an appropriate approved Commanders costume may serve as DO as long as they are a member of the Command Post’s Base. The DO may appoint and Assistant Duty Officer (ADO) to act as an Executive Officer if assistance is needed. This Unit maintains a current list of members and their designations, the Command Post’s official name, and the Command Post’s logo for that specific Base.
These detachments Command Staff and Command Post Leaders will not receive any special powers or duties. They will not be given access to the RL Command forums, or form Rebel Legion policy. The Detachment Command Staff will be granted Moderator status on the RL Commanders Forums and all sub-forums. The purpose of these offices is as an advisory body to the Rebel Legion Council. Any major changes to the operation of the Detachment and how it interacts with or reflects on the RL (such as changes to this Charter) will be forwarded by the Detachment Command Staff to the Legion Council for ratification before implementation.
ARTICLE IV – ELECTIONS
The Detachment Commanding Officer will be elected on an annual basis to coincide with yearly Rebel Legion elections that take place in September. The Detachment Executive Officer will be appointed by the Detachment Commanding Officer. Detachment Membership Officer will be appointed by the Detachment Command Staff if needed. If Detachment Membership Officer or Command Post Leaders are no longer able to fulfill their duties or have been absent for an extended period of time, their replacements will be chosen by the Detachment Command Staff in a timely manner. Command Post Leaders are elected into office by their Base Command Post on an annual basis to coincide with yearly elections and must be ratified by the Base Commander. Should any issues arise with the abilities of the Base Command Post Commander to fulfill their duty they can be removed from their office by their Base Commander, with the consensus of the Command Post, and with consultation of the Detachment Command Staff. In this matter, Command Post command defaults to the Detachment Command Staff until a suitable replacement candidate is found. Any removals of any Detachment officers must be reported to the Captain of the Guard and Legion Council.

ARTICLE VI – COMMAND POSTS
Individual Bases and Outposts can form Command Posts which would be the local equivalent of a Pilot Squadron. This Detachment is responsible for Official Command Posts within individual bases. Command Post requirements and regulations under the Detachment are as follows:
• REGULATION 1 – Formation
A Base needs at least 3 formal costumed members who agree on the Command Post name to formally request Command Post status. An application for this purpose can be found in the Charter under “Amendment A” as well as can be requested from the Detachment Command Staff.
• REGULATION 2A – Command Posts
Command Posts are Base-wide and are organized either by the Base as a whole with a mix of all types of commanders costumes or according to the appropriate costume type. In other words, within the Base, there may be one Command Post Base-wide or there may be one Command Post for each of the commander costumes, and so on. Command Posts will function more as a part of the Base than the Detachment.
• REGULATION 2B – Command Post Administration
Any member of the Legion with an approved commanders costume may serve as the Command Post Duty Officer (DO) but needs the approval of the Detachment Command Staff and the Base Command. The DO has the authority to appoint an Assistant Duty Officer (ADO).
• REGULATION 3A – Unit Designation & Crest
Each Command Post must have a unique Unit Designation (Command Post name) in order to apply for Command Post formation. Command Post names and logos should fit within provable Star Wars nomenclature and graphical elements. The names of the following Command Post Unit names are restricted by virtue of use in the Official Star Wars Universe (i.e. movies, published materials, etc.) or previous use by the Rebel Legion: Omega Squad, Page’s Commandos, Katarn Commandos, and every name currently in use by existing Divisions and/or Command Posts.
Command Post logos or crests are not required for Command Post formation. However it is recommended that a Command Post crest be created at the Command Post earliest convenience.
• REGULATION 3B – Nomenclature & Sources
Use of items, names and symbols by the Command Post from within the Star Wars universe are allowed and encouraged. Use of items and symbols found in the real world, but not mentioned in the Star Wars universe can also be considered for Unit Designations and crests, as long as the use of this material does not violate any other trademark or copyright (i.e. Nike’s “Swoosh”, etc.) or ARTICLE VII/REGULATION 3A of the GSCD Charter.
• REGULATION 3C – Copyrighted Material
Use of images from other copyrighted material (other than LFL material) is prohibited. The latitude given to the Rebel Legion by LFL is not universally shared by all entities. However, if a copyrighted image has been altered enough so that it’s not immediately identifiable as belonging to another company, entity or genre, then it may be considered.
• REGULATION 4A – Command Post Membership
Being an Officer in the Detachment does not guarantee a slot in a Command Post. A commander must apply to their DO for acceptance into a Command Post.
• REGULATION 4B – Command Post Ratification
Final approval of the Command Post Unit name and crest as well as their
completed formations are made by the Detachment Command Staff pending
review of materials and application under “AMENDMENT A” or “AMENDMENT B” .
ARTICLE VII – HONORARY COMMAND POSTS
• REGULATION 1 – Honorary Command Posts
There exists the possibility to create Legion-wide Command Posts. These Honorary Command Posts have no Base allegiance but report directly to GSCD Command Staff. (See ARTICLE V.) These are considered sub-groups that will have limited scope and will not interfere with the Detachment, the Base Command or the formation of Command Posts. Honorary Command Posts allow for individuals who share the interest of a particular type of costume to join together into a unit.
• REGULATION 2 – Honorary Command Post Formation & Ratification
GSCD members may apply to the Detachment Command Staff for the creation of an Honorary Command Post. Proposals must be made in writing via AMENDMENT B (Application to form an Honorary Command Post), specify Commander type and include a Unit Designation, proposed leader (if any) and a description of its reason for existing. Honorary Command Posts will be extremely limited and approval will be rare.
Honorary Command Posts must follow the same Designation and Crest rules as laid down in ARTICLE VI/REGULATIONS 3A-3C.
• REGULATION 3 – Honorary Command Post Administration
Any proposed Honorary Command Post would be tentatively headed up by a Duty Officer (DO) ratified by the Detachment Command Staff. The leadership office of the Honorary Command Post DO is considered to be on “at-will” status and any term of service is determined by the Detachment Command Staff.
